Jon Krakauer’s Missoula: Rape and the Justice System in a College Town, which was released in April, has generated a significant amount of interest in important and related topics: the government’s response to sexual assaults, treatment of victims and the rights of victims in these cases and in general, and the state and federal law applicable to these subjects, including federal statutes specific to processes to be undertaken by colleges and universities if a victim or perpetrator of a sexual assault is an enrolled student.
Bill Mercer served in Montana as an Assistant U.S. Attorney and the Presidentially-appointed United States Attorney for fifteen years. The Office of the U.S. Attorney in Montana is responsible for the prosecution of violent crimes perpetrated on six of the seven Indian reservations in the state. As a result of his experience in the office, he will discuss the observations made by the author and public policy issues likely to arise with respect to the identified topics.
He encourages you to read the book in advance of the presentation.

Fighting For Women’s Rights: Hazel Hunkins Hallinan of Billings
Hazel Hunkins Hallinan, a 1908 graduate of Billings High School, was one of the most influential feminist leaders of the 20th century. As a young women, she was arrested several times for protesting in front of the White House in the cause of gaining national suffrage (the right to vote) for women. She was described, at age 87, as a “tiny greyed-haired woman with a feminist vocabulary, a notorious arrest record, and a surprisingly sharp tongue.” Learn her amazing story through personal photographs, letters and memoirs, and national headlines. Using original unpublished research and historic photographs, this 40 minute program is presented by Kevin Kooistra, community historian of the Western Heritage Center, Billings.

The Montana Section of the American Society of Civil Engineers recently completed an assessment of infrastructure in Montana. They have created a Report Card that grades the roads, water, wastewater, dams, irrigation canals, schools, and solid waste systems. MT ASCE is committed to improving Montana’s public infrastructure and to achieve that goal, the Report Card depicts the condition and performance of Montana’s infrastructure in the familiar form of a school report card—assigning letter grades that are based on physical condition and needed fiscal investments for improvement. MT ASCE will bring to light the condition of Montana’s infrastructure and where the need lies for upgrades, replacement, and improvements. It is intended to reveal to local and state government agencies, state legislators, infrastructure owners, and the public in general the need for infrastructure improvements and therefore the need for the necessary funding. This session will summarize the process undertaken to develop Montana’s Report Card.
Shoots Veis is a native Montanan, an engineer and actor by accident, passionate about football and politics, blessed with a fabulous family, and a world traveler. He is a Senior Project Engineer at Interstate Engineering. He works in, for, around, and cooperatively with governments, with a particular affinity for Montana, local government and international affairs, including a 5-year term on the Billings City Council. On Friday nights he finds stress relief officiating high school football and acting at Billings Studio Theatre. He has traveled to Pakistan, Indonesia, South Africa, and Europe on international fellowships to explore culture and government. He was named a top 20 Under 40 construction professional by ENR Mountain States Magazine, a Rising Star in Civil Engineering by CE News Magazine, the Outstanding Young Engineer by the Billings Engineers Club, and a Leadership Montana alumni. He served on the committee that developed the report card.

The prison paws program was started in 2004. It is a canine training program which allows inmates an opportunity to learn new skills and improve self-esteem while socializing canines, and teaching them basic manners so the canines are better community members.
Jen started with Prison Paws in December of 2015. She has been training dogs professionally since 2003 and has been a Certified Professional Dog Trainer (CPDT) since 2009. She has worked primarily in animal rescue settings, such as shelters and at a large animal sanctuary. In these settings, she has worked with a variety of at-risk groups, including teen mothers, middle school kids with emotional and behavioral disabilities, and teens in chemical dependency recovery. "Working with dogs and people is my passion and I love learning from all of them!"

“Let’s talk about recreational Weed!” In 2021, Montanans voted to legalize recreational marijuana. HB701 addressed basic regulations and parameters, but the bill provided significant latitude to cities and counties regarding how sales might be taxed, where dispensaries might be located, the number of dispensaries allowed, testing policies, and product labeling criteria. Yellowstone County has decided against an immediate ballot resolution, however, the City of Billings is putting forward a ballot initiative asking voters to consider whether recreational marijuana dispensaries should be allowed within the city limits of Billings.
